The City of Pascagoula, Jackson County, Mississippi will receive bids for the intersection improvements of traffic signals along Market Street, Federal Aid Project Number STP-7872-00(005)LPA/108471-701000
no later than 2:00 p.m., November 12, 2020, at the Office of the City Clerk, City Hall, 603 Watts Avenue, Pascagoula, Mississippi 39567 at which time all bids so received will be publicly opened and read aloud in the City Council Chambers.
The work shall consist essentially of the following items:
Upgrade to six existing traffic signal intersections and remove one intersection along the Market Street corridor from Live Oak Avenue to Ingalls Avenue. The mar arm signal poles shall remain, but the project will replace the traffic signal controller/cabinets, traffic signal heads, pedestrian signal heads and pushbuttons, street name signs, overhead signs, pull boxes, and signal wiring. Flashing yellow arrow signal operation will be implemented. Video detection shall be added to replace in-ground loop detection. A rapid rectangular flashing beacon shall be installed at Skip Avenue. Add options are included in the project that may add communications and PTZ cameras. All other related items of work required to complete the project as shown and specified in the Contract Documents.
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
The contract time is 100 working days.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
The City of Pascagoula, Jackson County, Mississippi hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.
Plans, contract documents, special provisions, and proposal forms are on file and may be examined Monday through Friday between the hours of 8 am to 5 pm at Neel-Schaffer, Inc., 772 Howard Ave., Biloxi, Mississippi 39530.
Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Pascagoula as bid security. Bidders shall also submit a current financial statement, if requested by the City of Pascagoula. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.
The proposal and contract documents in its entirety shall be in letter form and submitted in a sealed envelope marked plainly, MARKET STREET INTERSECTION UPGRADES, PROJECT NUMBER STP-0200-00(032)LPA/108082-701000 and must be submitted prior to the time and date above designated. No stripped bids will be accepted.
Bid documents are available via paper or digital copy. Interested bidders are required to log-in or register for an account at www.neel-schafferplans.com to view and order bid documents. All plan holders are required to have a valid email address for registration. The cost of bid documents is non-refundable and must be purchased through the website. Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective date of their power of attorney.
Bidders may not withdraw their bid within sixty (60) days after the date of the actual bid opening without the consent of the City of Pascagoula.
No bid proposal will be sold after 12 o’clock noon of the day preceding the Advertised Date for the receipt of bids.
The City reserves the right to reject any and all bids and to waive any informalities.
