CITY OF MAGNOLIA STREET OVERLAY 2020
CITY OF MAGNOLIA, MISSISSIPPI

Sealed bids will be received by the City of Magnolia (Owner) until 11:00 a.m. on November 12, 2020, in the office of the City Clerk at 175 East Railroad Avenue N, Magnolia, Mississippi 39652 for the project titled City of Magnolia Street Overlay 2020. Bids shall be addressed to the attention of Cynthia Richardson, City Clerk. This project is funded with the assistance of the Small Municipalities and Limited Population Counties Grant Program administered by the Mississippi Development Authority.

The work generally consists of a Street Overlay for the following streets:

4 STEVE DRIVE QUINLIVAN RD. TO DEAD END (BELL HAVEN RD.)

and other areas as designated by the City of Magnolia and Engineer should excess asphalt be available. Exact locations to be field determined by City of Magnolia Public Works Superintendent and Engineer.

The above general summary of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.

Contract time shall be 60 working days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed at a rate of $200.00 per day for each work day the work has not achieved Final Completion.

Bidders must be qualified under Mississippi State Law and show Certificate of Responsibility issued by the Mississippi State Board of Public Contractors.

The Owner reserves the right to waive any formalities or to reject any and all bids. Bids will be awarded on Total Bid Price and the Bidder’s ability to perform the work as specified within the completion dates stated above.

A 5% bid bond will be required on this project. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the bid.

Attorneys-in-fact who sign Payment Bonds must file with each bond a certified and effective dated copy of their power of attorney.

Proposals shall be submitted in duplicate, sealed and deposited, at the office of the City Clerk, 175 East Railroad Avenue N, Magnolia, Mississippi 39652 prior to the hour and date above designated. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident Bidder’s state awards Contractors to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so called “Golden Rule” is followed, state law requires a non-resident Bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident Contractors.
