Sealed bids will be received by the City of Columbus, Mississippi in Columbus City Hall, 523 Main Street, Columbus, MS 39701 until 10:00 A.M., Local Time, on October 7, 2024 for supplying all labor and materials (as specified) necessary for construction of “Propst Park –Lighting Retrofit.”

The work will be awarded as multiple contracts generally described as follows:

Electrical Power Base Bid – Install Electrical Power, Conduits, Pull Boxes, Conductors, Light Pole and Scoreboard Disconnects, Dugout Receptacles, and Concrete Pad for Upper Baseball Fields Fencing Base Bid – Black Vinyl Coated Chain-Link Fencing for Controller/Transformer Area at Upper Baseball Fields.

Material Only Bids for: #10 copper THHN-THWN conductors, Lighting Metal Poles (20), Lighting Fixtures (including lighting fixtures, cross arms and hardware) for Upper Baseball Fields, Lower Softball Fields, Field of Dreams, Tee Ball Fields, and Tennis Courts.

Contractors and/or Suppliers may bid on one or all bid items.

The above general outline of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein. The contract time varies based on contract(s) awarded. Liquidated damages will be assessed in the amount of Two Hundred Dollars ($200.00) for each calendar day the Work has not achieved Substantial Completion.

Special Damages – In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for the completion of the work.

CERTIFICATE OF RESPONSIBILITY: Each contractor submitting a bid in excess of $50,000.00 must show on his bid and on the face of the envelope containing the bid, his Certificate of Responsibility Number, as required by Section 31-3-21 and 21-3-15, Mississippi Code of 1972. If the bid does not exceed $50,000.00, a notation so stating must appear on the face of the envelope. Certificate of Responsibility is not required for Material Only Bids.

EVIDENCE: No bid will be opened, considered or accepted unless the above information is given as specified.

Proposals shall be submitted in a sealed envelope and deposited with the City of Columbus prior to the hour and date herein before designated. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the City of Columbus, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.

All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. The City of Columbus hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The City of Columbus reserves the right to reject any and all bids and to waive any informalities or irregularities.
