Proposals for the Fuel Farm Jet-A Tank Replacement project will be received by the City of Columbus, Mississippi at the Columbus-Lowndes County Airport (368 Fabritek Drive) until 2:00 p.m. (Central Time) on the 7th day of December 2021, at which time and place they will be publicly opened and read aloud. Proposals received after this time will not be accepted and will be returned unopened.
The work is generally described as follows: Removal and replacement of a 10,000-gallon fuel storage tank at the existing fuel farm at the Columbus-Lowndes County Airport, including but not limited to retrofitting the existing Jet-A piping.

The Contract time is 30 consecutive calendar days for the Base Bid. No additional Contract time will be awarded for Additive Alternate No. 1 or Additive Alternate No. 2. Liquidated damages in the amount of $500 will be assessed for each consecutive calendar day thereafter.

An optional pre-bid conference is planned for this project on November 30, 2021 at 2:00 p.m. in the Airport Conference Room at the Columbus-Lowndes County Airport, 368 Fabritek Drive, Columbus, MS 39702. It is strong recommended that prospective bidders attend the pre-bid conference.

Columbus, MS 39702 Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi and as a licensed general contractor capable of performing the required work.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s Golden Rule is followed, state law requires a non-resident bidder to attach to his bid, a copy of his/her resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids. The award, if made, will be made to the party submitting the bid deemed most favorable to the City of Columbus at the time the conditions are stipulated. The City of Columbus reserves the right to reject any and all bids for any reason and to waive any informalities or irregularities in the bids received.
