Electronic or sealed Bids for construction of 2021 Rock and Timber Replacement & Tail Track Upgrade – Project No. RR2103 & RR2101 will be received by the Hancock County Port & Harbor Commission, located at 14054 Fred & Al Key Road, Kiln, Mississippi 39556, until 2:00 P.M., Local Time, May 11, 2021, then bids will be publicly opened and read. Any bids received after the time and date specified will not be considered and will be returned.

All bids must be addressed to the HANCOCK COUNTY PORT & HARBOR COMMISSION of Hancock County, Mississippi; marked “SEALED BID TO OPENED AT 2:00 P.M., May 11, 2021”, and specify the name of the bid project. If bid is submitted by mail, the address of the Hancock County Port & Harbor Commission is “14054 Fred & Al Key Road, Kiln, MS 39556”. If bid is hand-delivered, the street address of the Hancock County Port & Harbor Commission is”14054 Fred & Al Key Road, Kiln, MS 39556”.

When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall be submitted online at www.portairspacework.com and shall include a document on the first page stating the same language required on the face of the sealed envelope.

A Pre-Bid Meeting for this project will be held on Tuesday, April 27, 2021 at 10:00 A.M., Local Time at the Port Bienville Industrial Park, David M. McDonald Training Center, 3060 Port and Harbor Drive, Bay St. Louis, MS 39520. All perspective Bidders are invited to attend.

The project generally consists of:

2021 Rock and Timber Replacement: lifecycle maintenance/replacement of approximately 1,000 decaying timber ties and ballast in areas of need indicated on the drawings (mainline track, spurs, sidings, turnouts, etc.), removal and replacement of approximately 1,350 LF of 115 LB rail on the high side of the Belly Track curve, replacement of decaying timber ties in a road crossing, and installation of a new dual-treated timber switch package at the Star/Industry Lead Turnout.

Tail Track Upgrade: replacement of approximately 5,800 LF of existing 85 LB rail with 115 LB rail, removal and replacement of approximately 250 timber ties, removal and replacement of three 85 LB turnouts on timber ties with three 115 LB turnouts on steel ties, the addition of ballast and tamping of existing ballast along approximately 1,950 LF of track.

Additive alternates to include the removal and replacement of additional timber ties and the replacement of timber ties with steel ties at the Manufab Spur Turnout. Deductive alternates to include the salvage/scrap value of the removed 85 LB and 115 LB rail.

This work also includes but is not limited to removal and disposal of old ties, removal and reuse of existing tie plates and anchors, spikes, tamping, ballast, and other items as required by the Contract Documents.

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.

The Contractor will commence the work required by the CONTRACT DOCUMENTS within 10 calendar days after the date of the NOTICE TO PROCEED and Final Completion of the project will be obtained within 120 consecutive calendar days of the NOTICE TO PROCEED date unless the period for completion is extended otherwise by the CONTRACT DOCUMENTS. The Contractor shall be liable for the continued assessment of liquidated damages at $300.00 for each calendar day that the Contractor is in default in attaining Final Completion within the time stipulated as provided herein.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing its classification as to the value and type of construction on which it is authorized to bid. Contractors submitting a written sealed bid must write their current Mississippi Certificate of Responsibility Number on the outside of the sealed envelope containing their Bid as well as on their Bid. If the Bid is being submitted electronically through the Online Plan Room, the Mississippi Certificate of Responsibility Number must be included on the cover page and profile of the electronic bid submittal.

Proposals shall be submitted in duplicate, sealed and deposited with the Hancock County Port & Harbor Commission prior to the hour and date hereinbefore designated. No bidder may withdraw its bid within 60 days after the actual date of the opening thereof.

Each Bidder must deposit with his proposal, a Bid Bond in an amount equal to 5% (five) percent of its bid, payable to the Hancock County Port & Harbor Commission, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount.

Contract Drawings, Contract Specifications, Instructions to Bidders and Bidders Proposal forms are on file and open to public inspection in the office of the Hancock County Port & Harbor Commission, 14054 Fred & Al Key Road, Kiln, Mississippi. Bid documents are being made available via paper or digital copy. All interested bidders are required to log-in or register for an account at www.portairspacework.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through this website.
