CITY OF HERNANDO CONGER PARK PATHWAY IMPROVEMENTS Sealed bids will be received by the City of Hernando, Mississippi until 10:00 a.m., Local Time, Monday, March 1, 2021, at the office of the City Clerk, 475 West Commerce Street, Hernando, MS 38632, for supplying all equipment, labor and materials necessary for the Conger Park Pathway Improvements Project. All local, state, and federal special conditions and regulations will be adhered to.
The primary scope of work consists of preparation of the existing 6-foot wide asphalt pathway, for widening to an 8-foot wide pathway. Soil and grass stripping, and proof-rolling of native subbase to prepare for asphalt base. Project pathway
length is approximately 2,350 linear feet for asphalt work and approximately 195 linear feet of new 10’-wide concrete pathway extension to an existing path. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, equipment and materials required by the
specifications and the drawings referred to therein. Bidders are expected to inspect the site of the
work as provided in the Instructions to Bidders and to inform themselves of all local conditions. There is no pre-bid conference scheduled at this time.
Contract time shall be forty-five (45) consecutive calendar days from the effective date shown in the
Notice to Proceed. Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Five Hundred Dollars ($500.00). Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. The outside of the envelope should also bear the Bidder’s name, address, and name of the project for which the Bid is submitted. Proposals shall be submitted in duplicate, sealed, and deposited with the City of Hernando’s City Clerk prior to the hour and date hereinbefore designated. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. To ensure that
Mississippi’s so-called Golden Rule is followed state law requires a non-resident bidder to attach to his or her bid, a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the City of Hernando, as bid security. Bidders shall also submit a current financial statement, if requested. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.
