Sealed bids for airfield pavement improvements to be performed at the Golden Triangle Regional Airport will be received at the Airport by Michael Hainsey, Executive Director of the Golden Triangle Regional Airport Authority (the Owner), until 1:30 p.m. (Central Daylight Time) on the 11th day of May, 2020, at which time and place they will be publicly opened and read aloud.

The work will be accomplished as one project, with three separate and distinct schedules of work. The first schedule of work (Task A) will be that associated with the Runway 18/36 Rehabilitation. The work (basically a “mill and fill” operation) will take place at night, in order to maintain air carrier service during the day. After paving operations are completed, the runway will be grooved and marked in accordance with current FAA design requirements.

The second schedule of work (Task B) will be that associated with the North Apron Rehabilitation, including the paved access from the parallel taxiway eastward to the gate on the west side of the Airbus manufacturing facility. This project can be accomplished during daylight hours. It will be a “mill and overlay” project, followed by the application of pavement markings in a like configuration as they exist today. Again, all work will be in accordance with current FAA design requirements.

The third schedule of work (Task C) will be that associated with improvements to the emergency access road located at Gate 6 near the airport’s fuel farm. The work will be accomplished during daylight hours and will be limited to the northwest quadrant of the intersection of the emergency access road and the local county road. This quadrant of the intersection needs to be widened to accommodate tractor trailer vehicles serving the airport. The work will include the extension of an existing storm pipe and the paving of the widened shoulder area. Work will be accomplished in accordance with current FAA design requirements, or local county regulation, whichever is more stringent.

Assuming bids will be received that will allow the funding of the project, the award of the contract will be based on the lowest qualified combined bid for Task A, B and C.

All work performed shall be in exact accordance with the Construction Plans, Technical Specifications (on file at the office of the said Owner), Proposals and Special Provisions, under the direct supervision and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi as a licensed general contractor capable of performing the required work. No contract shall be issued or awarded to any contractor who does not have a current certificate of responsibility issued by the State of Mississippi in effect on the date of the bid opening.

Non-resident contractors bidding on this project shall be required to have their Mississippi registration complete and a current certificate of responsibility number issued by the State of Mississippi in effect on the day of the bid opening. Any bid submitted in violation of this requirement shall be rejected.

All portions of the proposed projects (except for Task C) are expected to be within the secured perimeter of the airfield; therefore, FAA guidelines for work in Airport Operational Areas and in secured airfield areas will apply to this project. Public safety is of utmost concern and the contractor shall be familiar with traffic control in work zones where public interface will occur. Temporary signage, barricades, markings, etc. will comply with guidelines set forth in the federal Manual of Uniform Traffic Control Devices, latest edition.

A pre-bid conference for the project is planned for April 23, 2020 at 1:30 p.m. Due to COVID-19 “stay at home” and other public meeting mandates, the pre-bid conference will be held via a teleconference. Participation in the teleconference is not mandatory, but it is highly recommended that prospective bidders participate in the pre-bid teleconference.

Any questions that bidders might have should be directed to the airport’s engineering consultant, Neel- Schaffer, Inc., Birmingham, Alabama, to the attention of Kenneth Gilbert, project engineer. The engineer will receive questions related to this project until 12:00 noon on May 5, 2020, after which additional questions will continue to be accepted, but without guarantee it/they will be answered before bid opening.

Bids must be submitted on the Standard Form of Bid Proposal and the successful bidder will be required to execute the Standard Form of Contract and Agreement. The Bidder shall guarantee to hold his bid(s) good and may not withdraw his bid(s) for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. The Authority reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the Airport Authority.
