2019 AIRPORT IMPROVEMENTS PROJECTS
A.I.P. Project No. 3-28-0020-057-2019
Sealed bids for airfield improvements to be performed at the Golden Triangle Regional Airport will be received at the Airport by Michael Hainsey, Executive Director of the Golden Triangle Regional Airport Authority (the Owner), until 1:30 p.m. (Central Daylight Time) on the 13th day of June, 2019, at which time and place they will be publicly opened and read aloud.

Work will be that associated with the installation of a potable water line extension between the southerly end of the existing 6-inch diameter water main now serving the airport terminal building, and the existing 12-inch water main located on and parallel to the north side of (Old) Airport Road, just east of the Aurora Flight Sciences Corporation complex. The proposed water main extension shall be an 8-inch diameter line. Also included in the project will be the installation of several gate valves along the north-south route of the existing 6-inch water main, between the terminal building and the FBO facility. An Add Alternate to the project will be received for the difference in cost to upsize the new water main from an 8-inch diameter line to a 12-inch diameter line.

Assuming bids will be received that will allow the funding of the project, the award of the contract and selection of a contractor will be based upon the lowest and most responsive bid received for the BASE BID items of work. The Add Alternate item(s) will NOT be considered in the selection process; award of the contract will be based on the Base Bid items only. All work performed shall be in exact accordance with the Construction Plans, Technical Specifications (on file at the office of the said Owner), Proposals and Special Provisions, under the direct supervision and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi.

Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi as a
licensed general contractor capable of performing the required work. No contract shall be issued or
awarded to any contractor who does not have a current certificate of responsibility issued by the State of Mississippi in effect on the date of the bid opening. Non-resident contractors bidding on this project shall be required to have their Mississippi registration complete and a current certificate of responsibility number issued by the State of Mississippi in effect on the day of the bid opening. Any bid submitted in violation of this requirement shall be rejected.

http://law.justia.com/codes/mississippi/2015/title-31/ No portion of the project proposed is expected to be within the secured perimeter of the airfield; therefore, FAA guidelines for work in Airport Operational Areas and in secured airfield areas will not apply to this project. However, public safety is of utmost concern and the contractor shall be familiar with traffic control in work zones where public interface will occur. Temporary signage, barricades, markings, etc. will comply with guidelines set forth in the federal Manual of Uniform Traffic Control Devices, latest edition.

A pre-bid conference for the project is planned for May 29th, 2019 at 1:30 p.m. in the Airport Authority conference room, located at the Airport. While attendance is not mandatory, it is strongly recommended that prospective bidders attend the pre-bid conference(s). Any questions that bidders might have should be directed to the airport’s engineering consultant, Neel-Schaffer, Inc., Birmingham, Alabama, to the attention of Josh Stump, project engineer.

For each project, printed copies of the Contract Documents may be purchased at the office of Neel-
Schaffer, Inc., for $75.00 plus $20.00 for standard overnight shipping charges. Electronic copies of the
contract documents (in PDF format) may be purchased on CD at the same location for $35.00 plus $10.00 for standard overnight shipping. Any purchase shall be made by certified or cashier’s check made payable to the NEEL-SCHAFFER, INC. The purchase price for either type of contract documents is nonrefundable.
Bidder’s attention is invited to Section 100 of the General Conditions and its referenced FAA materials
relative to Pre-award, Equal Employment Opportunity, and Requirements of Non-segregated Facilities.
Bids must be submitted on the Standard Form of Bid Proposal and the successful bidder will be required
to execute the Standard Form of Contract and Agreement. The Bidder shall guarantee to hold his bid(s) good and may not withdraw his bid(s) for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. The Authority reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the Airport Authority.
