NOTICE TO CONTRACTORS
RUNWAY CRACK SEAL COLUMBUS-LOWNDES COUNTY AIRPORT COLUMBUS, MS
Proposals for Runway Crack Seal will be received by the City of Columbus, Mississippi at the Columbus- Lowndes County Airport (368 Fabritek Drive) until 10:00 a.m. (Central Time) on the 2nd day of May
2019, at which time and place they will be publicly opened and read aloud. Proposals received after this time will not be accepted and will be returned unopened.
The work is generally described as follows:
Base Bid – Runway 18-36 crack sealing.
Additive Alternate No. 1 – Installation of Runway 18-36 paint markings. Additive Alternate No. 2 – Runway 18-36 full depth asphalt repairs
The Contract time is 30 consecutive calendar days for the Base Bid. No additional Contract time will be awarded for Additive Alternate No. 1 or Additive Alternate No. 2; therefore, the additive alternates will be completed concurrently with the Base Bid work. Liquidated damages in the amount of $500 will be assessed for each consecutive calendar day thereafter.
A pre-bid conference is planned for this project on April 25, 2019 at 10:00 a.m. in the Airport Conference Room at the Columbus-Lowndes County Airport, 368 Fabritek Drive, Columbus, MS 39702. It is strongly recommended that prospective bidders attend the pre-bid conference.

Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi and as a licensed general contractor capable of performing the required work.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s Golden Rule is followed, state law requires a non-resident bidder to attach to his bid, a copy of his/her resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bidder’s attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities.
Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

The award, if made, will be made to the party submitting the bid deemed most favorable to the City of Columbus at the time the conditions are stipulated. The City of Columbus reserves the right to reject any and all bids for any reason and to waive any informalities or irregularities in the bids received.
