Landscaping of Intersections

Sealed bids for “Landscaping of Intersections” will be received until 10:00 AM Local Time on April 24,
2019. Timely received bids will be opened and read aloud beginning at 10:05 AM on Wednesday, April
24, 2019 in the Office of City Clerk located in the City Hall Clarksdale, MS. Bids received after this time will not be accepted and will be returned unopened.

The work shall consist essentially of the following items:

Addition/Replacement of Curb and Gutter, Sidewalks, Inlets, and Landscaping at the following three intersections:
State Street & Madison Avenue / New Africa Road
State Street & Desoto Avenue
State Street & Sunflower Avenue

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The contract time is 45 consecutive days.

The City of Clarksdale hereby notifies all Bidders that it will affirmatively insure that in any contract entered pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Bid documents are being made available via original paper copy or digital file. Plan holders are required to register for an account at www.neel-schafferplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for log-in or registration. Bid documents are nonrefundable and must be purchased through the website. Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of sixty (60) days after the scheduled closing time for receiving bids.

Receipt of Paper Filed Bids: Bidder shall submit their bid at the Office of the City Clerk at which time the bid shall be logged. Any bid received after the specified closing time shall be returned unopened.

All proposals that are mailed shall be sent to the City of Clarksdale at the address below.

Receipt of Electronic Filed Bids: Bidder shall submit their bid via the electronic submittal through the Plan House at which time the bid will be logged. No bids can be submitted after the bid opening date and time. All electronically submitted bids will be available for review after bid closing date and time. In the event that successful bidder filed electronically, the bidder shall submit original copies of all electronically submitted documents within 3 business days of notification of low bidder.

Certificate of Responsibility number, Bidder’s name, and project name (Landscaping of Intersections) must be marked on sealed envelope.

Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective dated of their power of attorney.

Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.

The City reserves the right to reject any and all bids and to waive informalities.
